Reserve Bank of India Governor Sanjay Malhotra underscored the crucial role of expenditure quality in ensuring the financial stability of Indian states during the 36th Conference of State Finance Secretaries. The event focused on how prudent spending, effective cash handling, and responsible debt management can strengthen states’ fiscal sustainability.

Speaking to the assembled finance secretaries and senior officials, Malhotra highlighted that sound financial health for states depends not just on the amount of expenditure but on its quality and strategic allocation. He pointed out that maintaining disciplined spending patterns supports long-term fiscal balance and reduces vulnerability to economic shocks.

The conference theme, 'Role of Quality of Expenditure, Effective Cash and Prudent Debt Management in Enhancing States’ Fiscal Sustainability,' reflected ongoing efforts to improve the fiscal frameworks at the sub-national level. Malhotra urged state governments to adopt careful borrowing policies and optimize their cash management to avoid unnecessary fiscal stress.

An important part of his address was the encouragement for states to adopt the Unified Lending Interface (ULI). This digital platform aims to streamline borrowing processes and enhance transparency. In addition, Malhotra called for the use of programmable central bank digital currency (P-CBDC) specifically for direct benefit transfers (DBT), which could improve efficiency and reduce leakages in welfare payments.

The conference also reviewed key topics such as states’ market borrowings, short-term financial accommodations offered by the RBI, and the implementation of the Benchmark Issuance Strategy. Such discussions are integral to aligning state debt practices with prudent financial management principles.

Malhotra further recommended that states leverage the State Level Bankers’ Committee (SLBC) forum more effectively. The SLBC acts as a platform for coordination between state governments and banks, facilitating better financial planning and execution.

During the event, the RBI Governor released a booklet titled 'Compendium on Cash and Debt Management for State Governments.' This publication provides a concise overview of important concepts, operational procedures, and best practices related to managing cash flows and debt. It serves as a practical guide for officials seeking to enhance fiscal discipline.

The conference gathered finance secretaries from 27 states and three Union Territories, along with senior representatives from the Ministry of Finance, the Controller General of Accounts, the Comptroller and Auditor General of India, and the RBI. This high-level participation reflects the importance placed on improving state-level fiscal governance.

The focus on expenditure quality, cash and debt management comes at a time when Indian states are navigating complex fiscal challenges. With rising expenditure demands and the need to support growth, managing resources efficiently is vital. Effective borrowing and transparent cash handling reduce fiscal risks and help maintain healthy credit ratings.

By promoting technological tools such as ULI and P-CBDC, the RBI aims to modernize financial operations at the state level. Digital platforms can enhance accountability and reduce delays in fund transfers, directly impacting the delivery of public services and welfare programs.

Overall, the conference reinforced the message that fiscal sustainability requires more than just controlling deficits. It demands a comprehensive approach that balances expenditure priorities, borrowing strategies, and liquidity management. The RBI’s guidance and tools provide a framework for states to strengthen their financial foundations in a transparent and accountable manner.
