RBI Opens Bhubaneswar Data Centre to Boost Financial System Reliability
The Reserve Bank of India (RBI) has launched a state-of-the-art data centre complex in Bhubaneswar, aimed at strengthening the country’s financial infrastructure and ensuring continuous availability of critical services such as payment systems and government banking operations. The facility, costing Rs 169 crore, was officially opened by Prime Minister Narendra Modi on Sunday.
RBI Governor Sanjay Malhotra highlighted the importance of the new centre in an interview with DD India, explaining that information technology has become a fundamental part of the central bank’s operations rather than just a support function. He emphasized that all RBI applications used by the public and financial institutions rely heavily on IT systems, making uptime crucial.
The Bhubaneswar data centre has received the highest Tier-IV accreditation from the Uptime Institute, reflecting its robust design and ability to minimize service interruptions. Importantly, it will function independently without relying on third-party cloud providers, ensuring greater control over critical infrastructure.
Key payment services supported by the RBI, including the National Electronic Funds Transfer (NEFT) and Real Time Gross Settlement (RTGS) systems, operate 24/7 to facilitate smooth financial transactions nationwide. Although the Unified Payments Interface (UPI) is managed by the National Payments Corporation of India (NPCI), final settlements are conducted through RBI’s data centres and applications, underscoring the central bank’s pivotal role in the payment ecosystem.
Beyond payments, the new facility will host several other vital applications. The e-Kuber platform, used by the central government, state governments, and various banks, will run on this infrastructure. Additionally, the RBI’s integrated ombudsman system and platforms handling licenses and approvals for regulated entities will be housed within the complex.
The data centre complex comprises four independent data centres, enhancing redundancy and operational reliability. The RBI has also sought a platinum rating from the Indian Green Building Council, aiming to demonstrate leadership in energy and water conservation through sustainable design and operation.
Alongside the data centre, the complex includes a cyber security training institute dedicated to educating RBI personnel, bank employees, and staff from other financial institutions. Covering emerging technologies such as artificial intelligence (AI), big data analytics, quantum computing, and blockchain, the institute will also conduct research to reinforce the security and efficiency of financial systems.
Governor Malhotra noted the growing importance of cyber security, particularly with advances in AI. The training facility will help ensure that personnel remain updated on cutting-edge technological developments and cyber defense strategies.
The decision to establish the data centre in Bhubaneswar was driven by multiple factors. The RBI’s existing three data centres are all located in Maharashtra, so placing the new facility in a geographically distinct region provides better disaster resilience. Bhubaneswar lies in a different seismic zone, reducing risk from localized natural events. The availability of skilled talent in the area was another significant consideration.
This development reflects a broader trend in the financial sector where institutions are investing heavily in technology infrastructure and cyber security capabilities to support the increasing volume and complexity of digital transactions. As India’s digital economy expands, reliable and secure financial infrastructure becomes critical for economic stability and growth.
By enhancing the resilience of its IT systems and focusing on advanced training and research, the RBI aims to safeguard the nation’s financial ecosystem against disruptions and evolving cyber threats. The Bhubaneswar data centre represents a strategic move to future-proof India’s central banking operations and maintain trust in the financial system.
