Paytm, Mobikwik, Pine Labs Stocks Drop Amid UPI MDR Fee Delay Reports

Shares of leading fintech companies Paytm, Mobikwik, and Pine Labs experienced significant declines on Thursday, triggered by reports that the implementation of the Merchant Discount Rate (MDR) on UPI transactions may be postponed. The uncertainty surrounding the timing of the fee has raised concerns among investors about the expected revenue boost from the new fee structure.

Paytm's parent company, One 97 Communications, saw its stock plunge nearly 10 percent, with the share price briefly hitting the lower circuit limit at Rs 1,558.80. This sharp drop erased approximately Rs 10,972 crore from Paytm's market capitalization within minutes of trading opening, pushing its valuation below the Rs 1 lakh crore mark. Mobikwik's shares also tumbled by over 8 percent, closing at Rs 234.52, while Pine Labs’ shares declined by more than 4 percent, settling at Rs 170.21.

The steep selloff came after media reports suggested that the government might delay the MDR fee introduction from the initially planned date of October 15 to January 1. The MDR was announced last month by the National Payments Corporation of India (NPCI) and is set to apply to certain person-to-merchant UPI transactions exceeding Rs 2,000. Under this new rule, merchants would pay a 0.4 percent fee on eligible transactions.

Following the initial announcement, fintech stocks, particularly UPI aggregators like Paytm and Pine Labs, surged on expectations of benefiting from the fee. However, pushback from trade associations and ongoing discussions have put the rollout timeline in question. According to reports citing government sources, the delay would allow UPI payments to remain free for merchants throughout the upcoming festival season, a critical period for retail activity.

The decision to reconsider the MDR introduction date came after meetings of the UPI and Services Steering Committee, led by NPCI, which reviewed concerns raised by various stakeholders. Trade bodies such as the All India Consumer Products Distributors Federation (AICPDF) and the All India Mobile Retailers Association (AIMRA) have been vocal in requesting a postponement. They argue that the festival season’s heightened business activity warrants keeping UPI transactions free of charges for the time being.

These groups have also sought an increase in the Rs 1 lakh transaction threshold to Rs 5 lakh and requested that merchant-to-merchant transactions be excluded from the MDR regime, pointing out their importance within the trading ecosystem. Earlier, these associations planned a protest dubbed the 'New UPI Day' on October 2 but withdrew the call after discussions with Finance Minister Nirmala Sitharaman. Praveen Khandelwal, secretary general of the Confederation of All India Traders (CAIT), stated that the protest was called off after assurances that trader concerns would be seriously considered.

The MDR fee on UPI transactions marks a significant change in India's digital payments landscape. Since its inception, UPI has been a zero-cost payment method for merchants, which helped drive its rapid adoption across the country. The introduction of fees aims to create a sustainable revenue model for payment service providers, especially as transaction volumes grow. However, the timing and structure of these fees remain sensitive topics, given their potential impact on merchants and consumers alike.

The fintech sector in India has been evolving rapidly, with companies like Paytm, Mobikwik, and Pine Labs playing key roles in expanding digital payments and merchant onboarding. These firms have attracted considerable investor interest, partly because of the anticipated benefits from the MDR charges. Any delay or modification in the MDR implementation can influence market sentiment and financial performance projections.

As of now, official confirmation of the MDR delay is still pending, and the reports remain unverified by independent sources. Market participants will be closely watching for further government announcements and NPCI statements in the coming days. Until then, the fintech stocks are likely to remain volatile, reflecting the ongoing uncertainty surrounding the new fee regime.

This development highlights the complex balancing act between encouraging digital payment adoption and ensuring a viable commercial framework for service providers. The outcome will have lasting implications for merchants, consumers, and the fintech industry as India continues to deepen its digital economy.
