India to Issue First Blue Bond for Maritime Projects on September 28
India is set to launch its inaugural blue bond offering on September 28, marking a significant step in financing sustainable maritime development. The issuance will be conducted by Sagarmala Finance Corporation, the country’s pioneering lender dedicated to maritime infrastructure and related projects.
The bond sale aims to raise 6 billion rupees, equivalent to roughly $62.62 million, through a 10-year debt instrument. Alongside the base issuance, the company has included a greenshoe option worth an additional 5 billion rupees, enabling an increase in the total funds raised if investor demand is strong.
Blue bonds are specialized debt securities designed to support projects linked to water and ocean sustainability. These financial tools focus on a wide range of initiatives including clean water supply, marine waste recycling, sustainable fishing techniques, shipping enhancements, ocean energy development, and ocean mapping technologies. The concept of blue bonds has gained traction worldwide as governments and financial institutions seek to address environmental challenges tied to marine ecosystems.
According to L.V.S. Sudhakar Babu, Managing Director of Sagarmala Finance Corporation, the capital raised from this bond will be directed towards several key areas. These include the development and modernization of port infrastructure, expansion of lending to the maritime sector, and the building of coastal road networks. He emphasized that the funds are planned to be deployed within the current financial year, aiming for timely impact on the sector.
The issuer has appointed SBI Capital Markets to manage the bond offering. The issue carries a strong AA+ credit rating, assigned by reputable agencies Icra and Care, reflecting confidence in the financial and operational stability of the project. Investor submissions for both coupon and commitment bids are scheduled to open on the upcoming Monday.
The bond sale targets a diverse group of investors. In addition to retail and institutional participants, Sagarmala Finance Corporation has actively engaged with large insurance companies and provident funds, which often seek long-term, stable investments aligned with environmental and social governance criteria.
This initiative aligns with broader efforts in India to promote sustainable infrastructure financing. Maritime infrastructure is critical to the country’s economy, as ports handle a substantial portion of trade and are vital for transportation, logistics, and industry.
In a related development, the Vadodara Municipal Corporation in Gujarat is reportedly preparing to issue its own blue bonds valued at approximately 2 billion rupees. This indicates growing interest at both national and local levels in using blue bonds to fund projects that contribute to environmental sustainability and urban infrastructure.
The emergence of blue bonds in India reflects global trends where financial markets increasingly support projects that address climate change and resource conservation. With the ocean economy expected to play a key role in future growth, instruments like these bonds provide essential funding channels for innovations and improvements in marine activities.
As the first blue bond issue from a maritime lender in India, this offering by Sagarmala Finance Corporation will be closely watched by market participants and policymakers. It could set a precedent for further sustainable finance initiatives tailored to the country’s unique environmental and economic needs.
