Gujarat State Petronet Stock Dips as Tariff Cut Spurs Downgrades

Shares of Gujarat State Petronet Ltd (GSPL) experienced significant volatility on April 23, 2024, as the stock fell sharply after a regulatory tariff cut triggered several brokerage downgrades. Following a 20 percent drop in the previous session, the stock opened with a strong rebound but quickly lost momentum, reflecting investor concerns about the company’s future earnings prospects.

The Petroleum and Natural Gas Regulatory Board (PNGRB) announced a tariff reduction for GSPL’s high-pressure (HP) pipeline network, setting the new rate at Rs 18.1 per million British thermal units (mmbtu) from May 1. This adjustment represents a nearly 47 percent decrease from the existing tariff of Rs 34 per mmbtu and is substantially lower than the Rs 51-54 per mmbtu that GSPL had initially requested.

This tariff revision poses a considerable challenge to GSPL’s financial outlook. Leading brokerage firms including Kotak Institutional Equities, Nuvama Institutional Equities, Emkay Global Financial Services, and ICICI Securities responded by downgrading the stock and adjusting their price targets downward.

Kotak shifted its rating on GSPL from "buy" to "reduce," setting a new price target of Rs 360. The brokerage highlighted that the tariff cut could reduce GSPL’s earnings estimates for fiscal years 2025 and 2026 by 28 to 37 percent. Kotak also forecasted a decline in GSPL’s return on capital employed (RoCE) to between 11 and 12 percent, down from an average of around 24 percent over fiscal years 2019 to 2023.

Nuvama took a similar stance, lowering its rating and cutting the price target by 30 percent to Rs 288. The firm projected a 42 percent and 40 percent reduction in EBITDA for FY25 and FY26, respectively, despite expecting volume growth based on clear visibility.

Emkay Global Financial Services also downgraded the stock to "reduce," describing the tariff cut as a major negative surprise for GSPL. Their revised price target stands at Rs 370. ICICI Securities went further, assigning a "sell" rating and lowering the price target to Rs 304, a 30 percent decrease. According to ICICI, the tariff reduction implies a 44 to 45 percent drop in earnings per share for FY25 and FY26 compared to prior estimates.

Despite these bearish assessments, GSPL’s stock managed an early rally, climbing about 8 percent to reach Rs 327.65 during intraday trading. However, by 12:13 pm, the shares retreated to Rs 305.25 on the National Stock Exchange (NSE), marking a slight gain of 0.46 percent over the previous close as the market digested the news.

Some investors may find the tariff revision a mixed development. While it significantly cuts into profitability, it also removes an element of uncertainty, potentially clearing the way for more stable pricing in the future. Prabhudas Lilladher, a brokerage with a contrasting viewpoint, upgraded GSPL’s rating to "buy" from "accumulate," arguing that the tariff adjustment eliminates the overhang of negative speculation and presents a good buying opportunity. Their price target is Rs 392.

The GSPL HP pipeline tariff cut reflects broader regulatory trends in India’s natural gas sector, where authorities are increasingly focused on balancing consumer interests with the financial health of pipeline operators. Such tariff revisions can have substantial impacts on companies’ revenue streams and investment appeal.

GSPL operates a network of pipelines that transport natural gas across Gujarat and neighboring states, playing a crucial role in the region’s energy infrastructure. Its financial performance is closely watched by investors due to its strategic importance and steady revenue base underpinned by regulated tariffs.

Market participants will be monitoring how GSPL navigates the new tariff regime, including any potential appeals against the PNGRB decision and efforts to optimize operational efficiency to offset margin pressure. The stock’s reaction over the coming weeks will likely hinge on the company’s ability to manage these challenges amid evolving sector dynamics.

Investors are advised to consult certified financial advisors before making investment decisions related to GSPL or similar stocks. The evolving regulatory environment in India’s energy markets continues to affect valuations and risk profiles across the sector.
