SpaceX's Starlink satellite internet service continues to face restrictions in Ukraine, affecting the country’s military operations as the conflict intensifies. Ukrainian officials and security experts have expressed concern over the ongoing limitations, which they say are hampering the defense capabilities of Ukrainian forces.

Denys Sienik, Ukraine’s deputy ambassador to the United States, highlighted the urgency of the situation in a post on X dated Friday. He emphasized the critical nature of each day for Ukraine, stating, "Every day matters for Ukraine, because every Ukrainian life matters." He noted that Ukrainians are eagerly awaiting the removal of service restrictions so their defenders can operate more effectively. However, as of that day, no changes had been made, leaving the country in a state of uncertainty.

The controversy began around October 14, when Ukrainian officials accused SpaceX of imposing speed caps on Starshield, the military-grade version of Starlink. According to these officials, drones flying faster than 100 miles per hour would lose their connection, disrupting some operations critical to Ukraine's defense efforts. This limitation has reportedly affected the ability to conduct mid-strike attacks targeting Russian logistics.

Dmitri Alperovitch, chairman of the Silverado Policy Accelerator, a Washington, D.C.-based think tank specializing in energy, defense technology, and global trade, confirmed that Starshield terminals in Ukraine were still experiencing connectivity issues as of Friday. Alperovitch, who co-founded cybersecurity firm CrowdStrike, told CNBC that the loss of drone capabilities due to these restrictions was a significant setback for Ukraine’s military strategy.

Ukrainian President Volodymyr Zelenskyy also addressed the ongoing issue in a post on X, confirming that the limitations on Starlink and Starshield services were still in place and that internet speeds had not been restored. He underscored that these restrictions have made the situation on the frontlines more difficult, although he expressed pride in the resilience and strength of Ukrainian forces. Zelenskyy also mentioned delays in the delivery of U.S.-agreed missile interceptors, which are vital for Ukraine’s defense.

Serhii Beskrestnov, Zelenskyy’s defense technology advisor, reiterated the continued presence of these restrictions in a post on his Telegram channel. He explained that occasional instances of Starlink operating beyond the imposed limits were likely due to SpaceX’s algorithms or specific usage conditions, rather than a formal lifting of restrictions.

SpaceX and Elon Musk have not publicly responded to requests for comment regarding the service constraints. The exact decision-maker responsible for imposing these speed limits remains unclear. In response, several Democratic lawmakers have called for an investigation into SpaceX’s role in the throttling of Starshield services in Ukraine.

In a bipartisan effort, U.S. lawmakers sent a letter to Defense Secretary Pete Hegseth urging rapid expansion of Starshield arrangements and ensuring consistent satellite communications support for Ukraine. The Wall Street Journal reported that former President Donald Trump spoke with Elon Musk by phone about removing these restrictions. Trump initially suggested that the service had been restored but later clarified he had not spoken with Musk, while maintaining that the service was fixed and promising to address any ongoing issues.

As challenges with Starlink persist, Ukrainian officials are exploring additional satellite communication options. Experts have noted that finding alternatives to Starlink could be difficult due to the lack of comparable services. Nevertheless, Ukraine is actively pursuing new partnerships. President Zelenskyy recently met with Norwegian officials and representatives from defense company Kongsberg to discuss air defense and satellite communications capabilities. Additionally, Ukraine's Ministry of Defense signed a letter of intent with Nokia and Finnish space intelligence firm ICEYE to explore cooperation in space technology and develop sovereign satellite communications.

In his statement, Zelenskyy emphasized the importance of reliable communications for national security in modern warfare. He stressed the need for Ukraine to have control over the capabilities it relies on, underscoring the strategic significance of satellite communication systems in ongoing defense efforts.

This situation highlights the complex challenges faced by Ukraine in maintaining critical infrastructure and communication networks during the conflict. The reliance on commercial satellite providers like SpaceX illustrates the intersection of technology and geopolitics in modern warfare, raising questions about the role of private companies in international security matters.
