Irdai Extends Deadline for Feedback on Insurance Distribution Reforms to Oct 31 2026
The Insurance Regulatory and Development Authority of India (Irdai) has announced an extension for submitting feedback on its recent consultation paper concerning proposed reforms in insurance distribution. The deadline has been moved from October 25, 2026, to October 31, 2026, according to a press release issued on Saturday.
This consultation paper, released in September, outlines significant changes aimed at restructuring how insurance products are distributed across the country. Since the document’s release, Irdai has received more than 650 comments from various stakeholders including insurers, distributors, industry bodies, and members of the public.
In its statement, Irdai emphasized that the extension is intended to encourage broader participation and allow additional time for interested parties to provide detailed feedback and suggestions. The regulator’s call for comments reflects its intent to incorporate diverse perspectives before finalizing any regulatory adjustments.
The reforms proposed in the consultation paper include adjustments to the expense of management (EoM) limits that insurers can allocate. These limits are proposed to be lowered to enhance cost efficiency. Additionally, the paper suggests applying specific caps on commissions based on both the product type and distribution channel. This approach aims to tailor compensation structures more closely to the nature of the insurance products and the methods used to sell them.
One notable aspect of the reforms is the differentiation in commission limits between individual and corporate distributors. Individuals are proposed to have higher caps on commissions, reflecting the greater effort involved in direct sales compared to corporate distributors.
The Insurance Brokers Association of India (IBAI) has welcomed the extension but had previously requested that the deadline be extended even further, until the end of December 2026. This request underscores the complexity of the reforms and the need for ample time to analyze and respond comprehensively.
Ajay Seth, Chairman of Irdai, has been actively engaging with insurers and distribution channels ahead of the original October 25 deadline. Speaking at a recent industry event, he noted that the feedback received so far shows varied viewpoints among different stakeholder groups. He encouraged all parties to substantiate their recommendations with clear business and economic rationales. Such explanations are critical to understanding how the proposed reforms might ultimately benefit policyholders, which remains the primary focus of the regulatory efforts.
Seth also assured that Irdai will carefully evaluate every suggestion submitted. This measured approach highlights the regulator’s commitment to balancing industry viability with consumer protection.
The proposed changes come at a time when the insurance sector in India is experiencing rapid growth and transformation. Distribution remains a crucial area for improvement as companies look to expand their reach and enhance customer service. By revisiting commission structures and management expenses, Irdai aims to create a more efficient and transparent framework that supports sustainable growth.
Insurance distribution channels in India include agents, brokers, bancassurance partners, and digital platforms. Each channel plays a distinct role in reaching different customer segments. The reforms seek to address the specific challenges and incentives associated with these varied channels.
Overall, the extension granted by Irdai provides additional breathing room for stakeholders to engage thoroughly with the consultation and helps ensure that the final regulations will be well-informed and balanced. Industry observers anticipate that these reforms could set new standards for commission and expense management practices within the Indian insurance market.
