IGX Gets PNGRB Nod to Launch LNG Regas Capacity Booking Platform
The Indian Gas Exchange (IGX) has secured approval from the Petroleum and Natural Gas Regulatory Board (PNGRB) to establish a dedicated platform for booking regasification capacity at liquefied natural gas (LNG) terminals. This initiative aims to streamline the process of listing and reserving unused regasification capacity, offering market participants a centralized and transparent mechanism to manage LNG terminal resources.
The new platform is designed to help users identify and access available regasification capacity aligned with their operational needs. According to the PNGRB's official statement, this service is expected to foster the development of gas markets across India. The regulator also highlighted that this move complements a previous decision to consolidate pipeline tariff zones into just two regions, a change intended to enhance competitiveness for LNG terminals, even those located far from end consumers.
Many LNG terminals in India currently report low utilization rates, indicating excess unused regasification capacity. The IGX platform aims to address this inefficiency by providing a transparent marketplace where capacity holders can list surplus availability. This visibility is anticipated to attract more LNG cargoes by enabling users to discover lower regasification charges through an open bidding or booking process.
Under the proposed system, operators of LNG terminals and those holding capacity rights will have the opportunity to register their unused capacity on IGX. Potential users can then book this capacity according to their demand. Furthermore, buyers will be able to signal their requirements in advance, improving market transparency and allowing capacity holders to better understand demand patterns.
While IGX will facilitate the booking process, all contractual negotiations, payments, and risk management aspects will remain the responsibility of the individual buyers and sellers. These will continue to be governed by their existing bilateral agreements. Participation in the platform is voluntary, allowing market players to engage based on their specific needs.
The PNGRB emphasized that this platform will promote smarter use of existing LNG regasification infrastructure. By offering an additional, well-structured channel for capacity access, the platform maintains the bilateral nature of commercial deals while enhancing transparency and efficiency.
IGX stands as India's first authorized gas trading exchange with physical delivery capabilities. Since its inception, it has played a pivotal role in providing a marketplace for natural gas trading, contributing to the development of India’s energy sector amidst growing demand for cleaner fuels.
The introduction of this regasification capacity booking platform aligns with broader efforts to develop India's gas market infrastructure. As the country seeks to increase the share of natural gas in its energy mix, efficient use of LNG terminals and pipelines becomes increasingly important. This platform is expected to facilitate improved capacity utilization, reduce costs, and encourage more competitive pricing, thereby supporting India's energy transition goals.
In summary, the PNGRB’s approval empowers IGX to offer a novel solution that addresses underutilized LNG regasification capacity. This development could pave the way for more dynamic and transparent trading activities, benefiting terminal operators, gas buyers, and ultimately consumers across India.
